Ruth was born 1967 in San Francisco, California .  Her career started after she received her law degree from Western State University College of Law in 1992.  She then embarked into the real estate and audiotex business of her entrepreneurial father.  In 1994, she started her own audiotex and online adult entertainment businesses which she sold out in 1996.  Ruth's expertise includes web content management, online gaming regulations, internet taxation, and electronic payment processing. 

Ruth launched Starluck Casino in 1997.  In 1998 she brought Anurag Dikshit on board to write proprietary code for Starluck Casino.  Ruth is the founder of PartyGaming which includes online casinos and PartyPoker.com.  By 2005, PartyGaming Plc. made its way to the London Stock Exchange. 

Ruth married Russ DeLeon in 2003.  They moved to Gibraltar in 2004 where they now have a family.  In addition to raising her family, Ruth still acts as a consultant to PartyGaming.
